Participants examine the requirements and implementation strategies of the National Environmental Policy Act (NEPA). The Council on Environmental Quality (Sec. 2 [42 U.S. Code § 4321]), NEPA Regulations and the rules and requirements of various federal agencies which are responsible for National Environmental Policy Act implementation are examined in detail. Specific applications of NEPA to private and public activities which constitute major federal actions significantly affecting the quality of the human environment are discussed. Representative Environmental Impact Statements (EIS) and Environmental Assessments (EA) are presented and critiqued for regulatory compliance and thoroughness in disclosing environmental effects of proposed actions.
